in the area lisa pointed to, educating early solves educational problems. we published a report last march. it is on the website. it is a way to reduce special education costs. we know quality pre-kindergarten provided to 100 kids yields in reduction in special education costs alone enough to pay for the services. at the state level, there is an understanding that takes place that people can act on. it can better be done on the school district level. the power of technology is enabling people at local levels to act in ways they cannot at the federal level. as they act at the local and state level, it becomes clear that the federal level what needs to be done. the beginnings of this process are sufficiently still knew that it would be a third reason why we should not be surprised of the relative inaction at the federal level. but at the state level, a lot is going on. lisa and david are doing is informing and energizing this to make it easier for those trying to organize in those states. i am very encouraged by what is happening at the local and state level.

they pick up the education kids who states were not addressing. for example special education. education of kids of migrant workers. english language learners. that's programs are essential to make sure every child gets the education opportunity that they deserve. i think another role that the federal government should play a bigger part in is doing the research. they ought to be the center of really good, solid education research. why in the world would you have states do that all on their own? be the center for that. another thing that the federal government has done is really tried to level the playing field whether you're talking about elementary secondary -- elementary secondary education act or back when i was growing up, the national defense education act that had loans so that kids could go to college. the pell grant program, all of that is to level the playing field. it really shouldn't matter -- your economic status as to whether or not you have an opportunity for post-high school education. that shouldn't be the determining factor. it ought to be there for everyone.

i'm a strong believer in public education and for our education system t. does need properly funded. given, that it's surprising the district is deliberately walking away from state money by not ed keg transitional kindergarten children. the number of children who were in the mix in january were 400. that number today dropped to 190. a very rough calculation said a district lost over a million in state funning. just a.d.a. doesn't take into account english language learner funds or extra funding that come when's you enroll 200 children. that number might increase any more. district is asking for funds from the city. i'm not about to say the city shouldn't do that because i think the district needs the funds. i did want to point ut back drop is the district has for some reason chosen not to educate children and chosen to walk away from money at the same time. it's shocking to me they would be standing here asking for money with this cavalier disregard for both educating children and funds they could be getting from the state of california if they chose to ed

so, it's something that if you wanted to look specifically at education, you could look at the education recommendations and see what was done or not done. we created subcommittees within that and the subcommittees each came up with their own goals. and, so, the education subcommittee, i'll just tell you really quickly, they wanted more academic support funding. they wanted more round credit recovery, develop an outreach database around academicses and education to really look at not just what the city funds, but what else is out there, what are the resources that could be availed to folks. and then there are some other ones that again, you can look at those and see what that looks like. this summer they started a human rights commission initiated a brown bag series. again, understanding that it's not just about the school district, it's not just about home, but the importance of networking and making connections and having a context. when we start talking to people about the importance of school and education, if we have generations of folks who have maybe not graduated from high school

every bit of my education has been k through 12 has been through public school. so, i'm trying to figure out at what point -- what point do we start to lose this battle? that's why i asked for the longitudinal study the last ten years. it would be great if we could go even further back than that. i'm going to -- mr. arm entrout, i want to ask you to follow-up to get the answers to the questions that i propose here today. this last question really is -- i'm just looking for a better understanding, i've got? some concrete solutionses that the unified school district is going to be implementing to help combat these high drop-out rates. * i've heard some solutions today about the partnerships that you've passed, that -- partnerships with the city and the cbos and i've heard about a through g requirementses. i agree like many other members, a through g should be the standard no matter what. i do remember when i came through, i graduated -- there were some students who did finish with a through g and some didn't but still were able to graduate. so, my original question
